This website is run by Coedffranc Town Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and Voice Over)

We’ve also made the website text as simple as possible to understand.

How accessible this website is?

This website is designed to be accessible to WCAG 2.1AA standards.

We know some parts of this website are not fully accessible:

  • most older PDF documents are not fully accessible to screen reader software

Our office facility at the Memorial Hall does not have an audio induction loop but there are audio induction loops in our public halls at the Memorial Hall and Carnegie Hall. If you contact us before your visit, we can try to arrange a British Sign Language (BSL) interpreter if

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

  • Maps displayed by Google Maps – we don’t control how Google Maps displays information, but where possible we provide addresses within the web page’s text (via HTML). When Google makes their map output accessible, we will update our technology accordingly.
  • When we publish new content, we’ll make sure our use of images meets accessibility standards.
  • Older PDF files such as Meeting Minutes and Agendas published before 23rd September 2018.
  • Videos.
  • Content produced by third parties or using third party software.

Non-compliance with the accessibility regulations

We will do all we can to identify content that is non-compliant.

Disproportionate burden

Coedffranc Town Council feel that it is a disproportionate burden to convert Agenda attachment bundles because content is provided by third parties and the full bundle needs to be uploaded as one document on to our website.

Some forms are built and hosted through third party software and ‘skinned’ to look like our website.

We’ve assessed the cost of fixing the issues with navigation and accessing information, and with interactive tools and transactions. We believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations.

Navigation and accessing information

It’s not always possible to change the device orientation from horizontal to vertical without making it more difficult to view the content.

Interactive Maps

Maps displayed by Google Maps – we don’t control how Google Maps displays information, but where possible we provide addresses within the web page’s text (via HTML). When Google makes their map output accessible, we will update our technology
accordingly.

Interactive tools and transactions

Some of our interactive forms are difficult to navigate using a keyboard. For example, because some form controls are missing a ‘label’ tag.

Content that’s not within the scope of the accessibility regulations

PDF’s and other Documents

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix Agendas and Minutes published before the 23rd September 2018.

Any new PDFs or Word documents we publish will meet accessibility standards. However, within our Agenda bundle there are additional documents/content that have not been created by us and therefore, we are unable to ensure their compliance.

Many of our older PDFs and Word documents do not meet accessibility standards – for example, they may not be structured so they’re accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix meeting agendas or minutes for meetings which were published prior
to 23 September 2018.

Live Video

We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.

What we’re doing to improve accessibility

  • We plan to improve accessibility on this website by addressing non-compliance
    issues where possible.
  • We will provide staff training to ensure that all new content added meets
    accessibility criteria.
  • We also run monthly and quarterly reports to identify and address accessibility
    issues.

This statement was prepared in November 2020. It was last reviewed in November 2020.

This website was last tested in September 2022. The test was carried out by Aubergine. We tested all the pages on the website.
